In-Depth Review
Rooms and decor
The Deluxe Harbor View on the 28th floor runs 36 sqm at about $147 a night, and the 4-metre window does the heavy lifting: a panorama of the Kobe Port Tower, Mosaic Mall and Osaka Bay. The twin beds measure 110×200 cm, with four down pillows and 300-thread cotton sheets. The bathroom has a Toto Washlet with a heated seat and faintly sakura-scented Mikimoto amenities, and the mini-bar (water and green tea) is free and unlimited. Evenings are the highlight here. The Port Tower lights up red, and reviewers say they never tire of shooting the view from the window.
Food and amenities
On the second night, Emerald, the steakhouse on the 35th floor, is the play for A5-grade Kobe beef. The set course is about $120 a head: a 150-gram tenderloin grilled teppanyaki-style in front of you, the white marbling like veined stone, sliced into 2 cm pieces and eaten with Himalayan salt and fresh wasabi. It is sweet and rich without being heavy, and it earns the price. The next morning, Yamasato serves kaiseki at a low tatami table, 9 dishes for around $37, including Akashi tai sashimi, miso soup and chawanmushi. The hotel also keeps an 11th-floor Sky Pool, a spa and a 24-hour gym.
Location and getting there
The white 35-floor tower stands right on Meriken Park, about 6 minutes from Sannomiya Station by taxi. Step out of the lobby and it is a 2-minute walk to the BE KOBE monument, the giant white letters everyone photographs against the red Port Tower. From there you can ride the 108-metre Kobe Port Tower for about $8 up to the 360-degree observation deck, with Mt. Rokko to the north and Awaji Island to the south. Back at the hotel, the Sky Pool bar on the 11th floor pours Kobe craft beer for around $8, with the sunset behind the Akashi-Kaikyo Bridge, the world's longest suspension span at 3.9 km.
Things to know before booking
The building dates to 1989 and is 35-plus years old, so some rooms read a little dated next to newer towers. It is 1.5 km from Sannomiya, meaning a 15-minute walk or the shuttle every 30 minutes rather than on demand. In-house dining is pricey: the Yamasato dinner course runs about $120. The Sky Pool also closes for winter, open only April to October, though the indoor pool and spa stay open all year.
Our take
Hotel Okura Kobe is the best stay in the city for couples and older travelers who want harbor views and Forbes-level Okura service. The Meriken Park spot puts you 2 minutes from the Port Tower, 5 minutes from Mosaic Mall and a lift ride from Kobe beef at Emerald. The 8.9/10 from 4,500+ reviews backs up the quality, and from about $129 it is strong value next to comparable towers in Tokyo and Osaka. A worthy number one, and one worth trying at least once.

Insider Tips
- Ask for a room on the 25th floor or higher on the sea side. You get the Port Tower and the red-lit Akashi-Kaikyo Bridge from bed.
- Book the Yamasato set lunch at about $45 instead of the $120 dinner. It is the same kitchen at half the price.
- Use the free shuttle to Sannomiya, every 30 minutes from 08:00 to 21:00, and skip the roughly $5 taxi each way.
- Walk 5 minutes to Meriken Park for sunset. It is free and the best harbor view in Kobe.
